PILBACS' mission is to promote camaraderie and recreational activity among Filipinos through Basketball and Volleyball.


Our objective is to develop the players’ values, both in life and sports, strong emphasis to build character, sportsmanship, athleticism, self-discipline and to become a better citizen.

ETHNICITY:

Filipino-American citizens willing to join and play Basketball and Volleyball organized by PILBACS must submit a legal document(s) that one (1) of his/her parents has Filipino blood. This proof of ethnicity will be submitted to the Tournament Committee on or before the opening of the League.

STRUCTURE:

Each Participating Team must have a maximum of ten (10) and a minimum of eight (8) players with the designated Coach and/or Team Captain who will be the representatives’ to the team. No changes in the player(s) list on the team roster after officially accepted by the Tournament Committee.
 

UNIFORMS:  

Uniforms are included into the registration fee. The official uniforms supplied by the Association must be worn by the respective players and may not be altered in any way. Otherwise, NO UNIFORM, NO PLAY! Players must be in complete uniform ten (10) minutes before the start of the game.
 

GUIDELINES:

All scheduled games are divided by first half (20 mins.) and second half (20 minutes) with a running clock (time) except for the last (6) minutes of the second half when the score is ten (10) points and under (stop clock). When the score is above eleven (11) points, the clock continues to run except for time-outs.

It is mandatory for all players with uniforms to play. In the second half, the team with more players decides whether or not they want to match the opponent team with less players for competitive reasons. 
 

30-SECONDS RULE:

Thirty (30)-seconds shot clock applies in all game.
 

7-7-6 MINUTES RULE:  

A guaranteed fourteen (14) minutes to each player’s following the 7-7-6 rules. Seven (7) minutes in each half. The last six (6) minutes of each half, it is the responsibilities of the Coach to field in or substitute player(s) at any time to stay more competitively. A grace period of 20 seconds will be given for each team for substitutions. The referee will administer a warning that exceedsthe 20 seconds and a technical will be given for the repeated penalty.
 

FIVE (5) PLAYERS:  

Maximum of four (4) players can start the game. A minimum of five (5) minutes grace period will be given to the team with less than four (4) players before the Officer of the Day (OD) declares a loss by default, and ten (10) points will be awarded to the opposing team.                         
 

TIME OUT:

Two 30 seconds in 1st half and Two (2) one minute Time-Outs on the 2nd half and cannot carry  to the second half. Coach/Players will notify only the official Referees’ for time out.


 

FREE THROW: 

Rebounding players are allowed to cross the line upon the release of the ball from the free throwing player. 5 seconds free throw shot will apply by the referee if the player trying to use/waste a lot of seconds/time just to make free throw. A delay of the game will be given by the referee if he sees such actions and a technical will be given for a repeated penalty.
 

PERSONAL FOUL:

Each player is limited up to five (5) personal fouls. A one-and-one free throw will allow for a maximum of seven (7) team fouls and ten (10) or more team fouls will be automatically two (2) free throws.
 

TECHNICAL FOUL:

Technical fouls will be assessed by the Tournament Committee based on the severity of the case and submit to the Board of Directors for final deliberation and action. Inappropriate languages will not be tolerated during the game and within the vicinity.
 

OVERTIME:

1st two (2) minutes stop clock and one (1) min. time-out
2nd two (2) minutes stop clock and one (1) min. time-out
3rd one (1) min. stop clock and thirty (30) second time-out
 

GAME PROTEST:

Game under protest for any reason(s) must be reported to the Officer of the Day (OD) verbally and a written protest is to be submitted within 48 hours to the Tournament Committee for further deliberation. An appropriate decision will be made by the Board of Directors.
 

GAME OFFICIALS: 

Organizers will provide two (2) Referees for each game during the elimination rounds in all divisions. Three (3) referees will be provided during the Semis and Finals.
 

TABLE OFFICIALS:

Table officials will be scheduled by the Director of the Tournament Committee which consists of a Time Keeper, Statistic In-charge, Scorer and a Table In-charge to keep track of both teams as well as to referees.
 

INJURY/SICKNESS:

The Association does not want any injury, accident or any sickness such as shortness of breath. We advise the Team Captain and Coaches to pull the injured player out of the game immediately. Volunteer Medics and nurses will provide medical assessment if needed for further medical attention.
 

REGISTRATION:

Registration forms and waivers must be filled completely and signed. Those playing in an open gym must sign the waiver. NO WAIVER, NO PLAY. Any fraud or falsification in registration will be disqualified to join the League organized by PILBACS.

 

Basketball 

VOLLEYBALL

Players may play on one team in each league. A team competes with 6 players: however, minimum number of players is 5. In such cases, the 5 woman team will be penalized with five (5) points at the start of the first set. The second set will follow the same rule. The third set will be penalized with three (3) points. All players must be signed up before the game begins.
 

Head and tails of a coin determine which team receives the choice of either the serve or the court.

The best of three games will win matches. Each non-deciding game will be won by the team that first scores 25 points with a minimum two-point advantage (27 points cap). If there is a deciding game, it will be won by the team that first scores 15 points with a minimum two-point advantage (17 points cap). Point will be scored on each rally. If the receiving team wins the rally, they score a point and gain the serve.

Rest periods between games of a match shall be no longer than 2 minutes.
 

Each team is permitted two, 30-second team time-outs per game. Time-outs may be requested to an official only when the ball is dead and are not in effect until the official recognizes the time-out with a whistle or hand signal and vocal command.

Players are asked to wear volleyball/tennis shoes for their own protection. Players are also required to wear their team uniform and knee pads. We will NOT permit anyone to play with hard-soled shoes or sandals. Participants with casts (especially hand or wrist) will not be allowed to participate. Leave all jewelry at home. The IM Department strongly recommends that no jewelry be worn in IM competition. Failure to follow proper volleyball attire cannot play.
 

Do not chase loose volleyballs into other courts while play is in progress.

ETHNICITY:
Filipino-American that want to join and play in volleyball must submit documents that one of their parents has Filipino blood. They must present the proof of ethnicity during/before the start of the League.

FEES/PAYMENTS:             

$100 

May not be subject to refund after the first game of the season is played. However, officials may review individual cases as necessary to determine the validity of request of fund in timely manner. Payments must be received by on/or/before the open ceremony of the League. No pay; No play.

Team Building and Sponsorship: 

Any team allowed to  build a maximum of 12 players following rules for Sponsorship and Sponsorship Fees: $200.


Serve

The server has 5 seconds to begin the serve from the time the official signals the serve with a whistle.

The service zone includes the full width of the 9-meter area behind the end lines. The server may move freely within the service zone. At the moment of the service hit or takeoff for a jump service, the server must be completely in the service zone and not touching the court (end line included) or the playing service outside the zone. After the service, the player may skip or land outside the zone including the court.

If the server tosses the ball and does not serve it, he/she does NOT need to let it bounce before he/she re-tosses it.
 

Net Service Is In Play.
A served ball that hits the net does not result in the service team losing its serve. The net serve is considered in-play, unless 1) it does not continue over the net or 2) lands outside the opposing team’s court-side untouched by the opposing team.
 

Spiking and Blocking

The receiving team is not allowed to block or spike a served ball.

A spiker must contact the ball on her own side of the net, but may in the course of the follow through teach over (but not touch) the net.

Back like players while inside the attack zone (10 feet from the net) may not play the ball directly into the opposite court if contact is made when any part of the ball is above the top of the net.

The team that has affected the block shall have the right to three more contacts, with the blocker having the right to make the first of the three allowable hits.
 

Net Play

A ball hit into the net, may still be kept in play (up to 3 hits) provided that a player does not make contact with the net.

Players must not touch the net. If opposing players touch the net simultaneously, the ball is declared dead and is replayed.

 

Ground Rules

A ball hitting the ceiling, lights, rafters, etc. is playable (up to three hits) when it remains in the court-side of the team in play of the ball. However, if a ball makes contact with the same objects and it proceeds to the opposing team’s side of the court, it is rendered as a “side-out”.
 

A ball that makes contact with the backboards and supporting structures should be ruled as follows:

  1. If it makes contact on a serve it is ruled a dead ball and side out is awarded to the opposing team

  2. If it makes contact and rebounds back to the team that played the ball, it is ruled “in-play” up to three (3) hits.

  3. If it makes contact and goes over the net and remains in-bounds, it’s a dead ball.

  4. If it makes contact and goes over the net and is proceeding out-of-bounds, it is ruled a “side-out”.
     

Legal Play

The ball must be returned over the net in three (3) hits or less.

It is legal to contact the ball with any part of the body as long as the ball rebounds immediately. It may not “lay” against the body or forcefully kicked. If a player touches the ball or the ball touches a player, it is considered as a play on the ball. Except in the following case:  A ball touching the body more than once in succession is legal when played off a hard-driven spiked ball, or blocked and played again by the blocker.

If two (2) players on the same team contact the ball simultaneously, it counts as one contact, and any player may play the ball.

One may play the ball twice during a volley, but not twice in succession, unless played directly off a block.

When a ball touches a boundary line, it is considered in play.

Rule of Three (3): If a ball is played by more than two players on a team, the ball must be played by both players. The order is not relevant. If three contacts of the same player occur the official will blow the play dead and award the opposing team the serve and the point.

 

Illegal Play

Players are not permitted to scoop, hold, and lift or push the ball. The ball may never be contacted with an open-hand underhand motion.

In addition, during the first hit of the team, except when serving, the ball may contact various parts of the body consecutively, provided the contacts occur during one action.

An official may (at their own discretion) penalize a team one point or loss of serve for unintentionally delaying the game.
 

Substitutions

Each team may choose to rotate extra players into the server’s position on a continuous basis. In all substitutions, participants must inform the official on the net and wait for the official to initiate the substitution.

All substitutions must be made within a 15-second time limit. If changing time exceeds 15 seconds, a team time=out will be charged. If a team has none of its 2 allotted team time-outs remaining, point or side-out will be awarded to the other team. An injury substitution is not considered as one of the 2 allowable time-outs.

If a player arrives after the first game of the match has started, and her name is on the roster, that player will be allowed to play in the game as a substitute if the team uses regular substitutions.
 

Conduct

Under no circumstances should these officials be threatened or physically or verbally abused. Anyone physically or verbally abusing the official will immediately and automatically be suspended. The suspension will remain in effect throughout the time necessary to clarify and verify the facts surrounding the action. Permanent suspension may follow.

Teams and players have further responsibility in acting to prevent their fans from abusing the officials and to help the officials control their spectators so that the game is not disrupted. In instances where officials are threatened or physically abused by spectators, those teams that are identified with the spectators will be suspended indefinitely.

And player ejected from a game for any reason will automatically be suspended from his team’s next game or until a review of the incident can be made. Indefinite suspension may follow.

 

Note

It is PILBACS policy that alcoholic beverages may not be consumed in PILBACS recreational areas.

Please cooperate with the PILBACS officials in keeping both your players and spectators from bringing alcohol to the building. Any person or teams that consume alcoholic beverages before a game will not be permitted to participate. Opponents, officials and supervisors are responsible to report such incidents.
 

Protests

To be valid, a protest must be registered verbally with an official, and the supervisor must be advised at the time the incident occurs. The game will then continue under protest. Written support of protest must be presented to the PILBACS officials before end of the gym rental. If this procedure is not followed, the protest will be dropped and the incident closed. Only rule misinterpretations may be protested.
 

Injuries

Participants are responsible for any and all injuries sustained while participating in the program. Report all injuries to the officials.

The net height will be (7’8”).
